RFP closes for Ontario Highway 407 East project

TORONTO

The request for proposals (RFP) stage has closed for short-listed bidders to submit proposals to design, build, finance and maintain phase one of the new Highway 407 East project.

Over the next several months, the Ontario Ministry of Transportation (MTO) and Infrastructure Ontario. will evaluate submissions based on RFP criteria. The expected bidder is expected to be announced in early 2012.

The new highway will be built in two phases. The first phase will extend the highway from Brock Road in Pickering to Harmony Road in Oshawa, connecting it to Highway 401 with a new link, the West Durham Link. The second phase will continue the highway eastward to Highway 35/115 and connect it to Highway 401 with the East Durham Link by 2020.

The Highway 407 East project cost will be announced publicly following financial close, which is expected in spring 2012.

Preparation work for phase one construction will begin later that year and the project is expected to open to traffic in late 2015. Highway 407 East will be a publicly owned toll road. The province will operate Highway 407 East, establish customer service standards, set toll rates and retain all revenues generated by tolls on Highway 407 East.

The design and construction of the first phase is expected to create and sustain about 13,000 jobs in the Greater Toronto Area and the Durham Region.
