Windstream Energy has announced preliminary agreements with Anchor Concrete Products Ltd., George A. Wright & Son Ltd. and M. Sullivan & Son Ltd. for its 300 MW Wolfe Island Shoals offshore wind power project in eastern Lake Ontario.

How British Columbia Supreme Court decided when low bidders sued over construction contracts
In its decision in Tercon Contractors Ltd. v. the province of British Columbia involving a highway construction project on Vancouver Island, the B.C. Supreme Court held that preferences for factors other than price were acceptable as long as those preferences were disclosed in the tender call. But in its decision in W.I.B. Co. Construction versus Central Okanagan School District No. 23, the court found that the owner was entitled to bypass the low bidder due to concerns with that bidder’s proposed site supervisor.

The voyage to building North America’s first concrete ship in Montreal in 1917
In his book Captains of Concrete, Ottawa author Sonny Moran takes readers through memorable moments of the Canadian Government Ship (CGS) Concretia’s experiences as a government marine and fisheries ship and then refit as a recreational vessel. Concretia was completed in 1917 in Montreal. It was built out of concrete, technically known as ferrocement, as a World War One experimental vessel due to a shortage of wood and steel in Canada.

Waterfront redevelopment in Summerside, Prince Edward Island entails major HVAC retrofit
Holland College is redeveloping Waterfront Mall in Summerside, Prince Edward Island, an aging shopping centre. The $9.4 million project, funded in part by the federal government through Atlantic Canada Opportunities Agency, includes Brighton Construction, Richardson Associates Ltd. and MCA Consultants Inc. The mall’s heating, ventilation and air conditioning system will require a major retrofit to add fresh air supply for classrooms and industrial teaching shops.

The elevated site of a Halifax business complex developed by Hardman Group Ltd. has great views but challenging foundation conditions. To stabilize the slope an architectural retaining wall about 50 feet high will be installed on one side of the building. The General Motors of Canada Automotive Centre of Excellence at the University of Ontario Institute of Technology in Oshawa scored top honours in the architectural merit category in the 2011 Ontario Concrete Awards. It was designed by Diamond and Schmitt Architects and constructed by Carillion Construction Inc.

Boring machine ‘Big Becky’ nears completion on Niagara Tunnel project
Excavation of the tunnel by Big Becky, a Tunnel Boring Machine (TBM) with a 14.44-metre-diameter drill profile, has been underway since 2006 and is scheduled for completion at an Ontario Power Generation facility near Niagara Falls this April.
